After police investigations costing £39,000, the CPS decided not to act because there was no way of proving whether the drug was cocaine, Ecstasy or an amphetamine. The drugs fall into two different legal categories.
The CPS said that the supermodel had also refused to give any explanation when questioned, and witnesses declined to give evidence.
As a result, it decided, there was insufficient evidence to provide a realistic chance of a conviction. Scotland Yard began its investigation into the drugs allegations in September after a newspaper published photographs of Ms Moss, 32, at a studio in West London.
A 45-minute video apparently showed the model preparing and snorting lines of white powder in the studio where her boyfriend, Pete Doherty, was taking part in an overnight recording session for his rock group, Babyshambles.
After the allegations appeared, she lost a series of lucrative modelling contracts, including deals with Chanel and Burberry, and spent a month at a private clinic in Arizona before returning to Britain in January at the end of a self-imposed exile.
Rene Barclay, the CPS director of serious casework in London, said that the case had been protracted because a court order had been required to obtain the crucial evidence and Ms Moss had been absent from Britain for some months.
She said: “The film footage provides a clear indication that Ms Moss was using controlled drugs and providing them for others. However, in the absence of any forensic evidence or direct eye witness evidence about the substance in question its precise nature could not be established.”
John Cooper, a senior member of the Criminal Bar Association, said that without witnesses the CPS could not predict a reasonable chance of success.
