The omission of Tina Turner's Bono and The Edge's GoldenEye is a serious oversight - it evokes perfectly the chill and thaw of the end of the Cold War used as the setting of the film, and contains echoes of the Eric Serra score from the film.
But don't overlook Adam & Joe's mock themes for QoS.

Best song that appeared in a Bond (in name only) film, but wasn't a theme tune was Dusty Springfield's "The Look Of Love" from the first Casino Royale.
Nancy Sinatra has my vote, but just the film version of the song. The single version had her voice double tracked and made her voice too fuzzy.

One song not on this list is the lovely "If There Was a Man," by Chrissie Hynde and John Barry. I realize that it played under the end credits of THE LIVING DAYLIGHTS, but It certainly was a better mood-setter for this more subdued film than the pop noise of the actual theme song.

I frankly think that the song that ends "Tomorrow Never Dies", 'Surrender' by k.d. lang is a great song. Much better than the Sheryl Crow song which opens the movie. The order should have been switched, and the k.d. lang song should have opened the movie.
